DEFINITION: Under general direction, the Senior Project Manager (Acquisitions & Development) performs a wide variety of complex activities related to managing, planning, development and oversight of the Housing Authority’s real estate projects, including acquisitions, development, and construction project management services. Examples Of Essential Duties: ESSENTIAL FUNCTIONS: The Senior Project Manager (Acquisitions & Development) is responsible for managing real estate projects on behalf of the Housing Authority, including acquisitions, financing, development, construction activities, and transition to asset management, with the intent of creating best in class affordable housing communities and infrastructure that promotes thriving environments for individuals and the surrounding communities. The Senior Project manager may be tasked with overseeing the acquisition and/or development of property by the Housing Authority, including sourcing, financial analysis, preparing and obtaining financing applications, managing due diligence, obtaining internal and Board approval, closing, and necessary renovation and rehabilitation work; and overseeing design, engineering, permitting, and site preparation and construction oversight for small and large projects including housing, parks, infrastructure, and commercial and mixed-use buildings. The incumbent may also oversee and monitor the construction progress of projects initiated by the Housing Authority, and may serve as Owner’s representative in connection with the rehabilitation of existing and/or new construction of affordable housing, infrastructure, commercial and public space. The Senior Project Manager will have familiarity with affordable housing requirements for projects financed with grants, Low Income Housing Tax Credit (LIHTC) equity, tax exempt and taxable bond financing, and mixed-income and mixed-use financing. The Senior Project Manager will have direct responsibility for the detailed implementation of acquisitions and development projects, and will work closely with construction project managers to oversee demolition, site preparation, construction, and other capital projects. The position will focus on all aspects of project predevelopment and due diligence, including but not limited to title, civil, geotechnical, environmental, entitlement, market studies, issuance and evaluation of Requests for Information/Quotes/Proposal, managing third party vendors, and applying for and obtaining project financing. The incumbent will manage project budgets, cash flow, conduct distribution analysis; forecast funds needed and monitor expenditures and performance, including approving construction draws and change orders; direct and implement project adjustments and creatively problem solve; prepare detailed reports and project schedules; and participate in the development of policies and procedures. The Senior Project Manager will be responsible for conducting analysis, making recommendations, engaging in partnerships and activities, and the implementation of strategies of the developments owned or operated by the Housing Authorities or affiliated partnerships and organizations. The position may supervise support staff as applicable. The position is expected perform other job-related tasks as needed and required. Typical Qualifications: Education: Graduation from an accredited college or university with either a Bachelor’s or Master’s degree in Public or Business Administration, Finance, Economics, Real Estate Management, Engineering, Architecture or closely related field. For those without a Master’s degree, two additional years of direct experience is preferred, with a minimum total of seven years’ experience desired. Experience: Five (5) years’ experience in managing real property acquisitions and development financed by multiple public and private sources, including tax credits, bonds, and other government-assisted programs. Familiarity with Low Income Housing Tax Credits (LIHTC), TCAC and CDLAC regulations/procedures and other affordable housing financing sources are required. High level communication, written and problem-solving skills are strongly desired, and knowledge of construction procedures, building codes, and estimating, budgeting, scheduling and safety practices are preferred. Desirable Qualification: Possession of, or ability to obtain, a valid California State General Contractor’s License. Special Requirement: Must possess a valid California class ‘C’ driver’s license.
