SUMMARY OF RESPONSIBILITIES 

The Asset Manager – Special Projects will work as part of the Asset Management team and co-operate with the Director of Operations and maintenance staff, to oversee capital improvements and other projects at LAFH Irmas Center/Offices and interim housing locations. Responsibilities span over three major areas:  1) Developing the Preventive Maintenance Plan Management for above locations; 2) Managing Capital Projects at Interim Housing and Irmas Campus including but not limited to the following activities: Scope of Work, Bidding, Contract Negotiation and Construction Management; and 3) Developing and implementing agency-wide construction specifications.

 

SPECIFIC DUTIES

 Preventive Maintenance Plan Management

  • Prepare comprehensive Preventative Maintenance Plans for Irmas Center Offices and interim housing locations
  • Monitor completion of preventive maintenance work by staff and vendors
  • Update preventive maintenance plans by location
  • Work with operations to make sure the preventative maintenance plans are implemented
  • Manage Capital Projects and create and update specifications at Interim Housing locations
  • Maintain library of existing location plans and specifications
  • Develop base bid document to be used by LAFH; solicit legal review to assure sound contract language is included in the document
  • Create and update material and equipment specifications in consultation with key staff
  • Assess capital needs in interim housing locations
    • Based on Physical Needs Assessments and Annual Capital Budget, create a Capital Needs Plan to carry out Immediate Repairs
    • For each Capital Project, prepare bid solicitation, manage and document the bidding process, select contractor(s), and negotiate final contract(s)
    • Manage contractor work schedule, contain costs, and assure high quality of finished work
    • Schedule and coordinate work in occupied units
  •  Manage Third-Party Contracts in LAFH Interim Housing
  • Health Clinic and Equipment Leases
  •  Work with Operations on large projects for Interim Housing and Irmas Office building
  • Application of building safety standards, industry codes, and regulations to maintenance and repair work
  • Workplace safety procedures
  • Supervise annual inventory of furniture assets
  • Other specialized projects, tasks and responsibilities related to Asset Management as assigned by supervisor

MINIMUM QUALIFICATIONS

 

KNOWLEDGE AND SKILLS

  • Previous experience in construction management, including ability to use scheduling software
  • Ability to read and comprehend blueprints and drawings
  • Good written and verbal communication skills
  • Knowledge of local and state building codes, OSHA codes, and regulations
  • Maintain and execute confidential information according to HIPAA standards
  • Obtain and maintain CPR/First Aid Certification
  • Ability to pass post-offer Tuberculosis (TB) clearances
  • Travel is a regular duty for this position and is required 20% of the time
  • Use of a personal vehicle to travel between worksites and other locations is required
  • Must have and maintain a valid California driver’s license and insurance in good standing
  • Ability to work a 9/80 work schedule

 

EDUCATION AND EXPERIENCE

  • Bachelor’s Degree in business, accounting, finance, construction management or related field

     required

  • At least three (3) years’ experience of project management and experience with construction of capital projects
  • Experience with project management software a plus
