The Southern California Association of Non-Profit Housing (SCANPH) is a regional membership organization dedicated to the production, preservation and management of permanently affordable housing.  SCANPH has approximately 125-member organizations in five counties (Los Angeles, Orange, San Bernardino, Riverside and Ventura) including private businesses, property management companies, government agencies and social service organizations.  Non-profit affordable housing development organizations are the core of SCANPH’s membership.  SCANPH members have built approximately 100,000 units of housing in the region, contributing several billions of dollars to the region’s economy.

The Policy Director is responsible for managing SCANPH policy initiatives at the local, regional, state and federal levels. The Policy Director also organizes SCANPH members’ advocacy activities and represents SCANPH in public contexts and in policy coalition work.  The Policy Director works in conjunction and in coordination with the SCANPH Board of Directors and the Executive Director to establish policy goals and to administer effective campaigns.  The following is a more detailed list of the duties and responsibilities for the position of Policy Director:

Management Functions:

  • Work with the SCANPH Board of Directors and the Executive Director to develop short, medium and long-range policy goals
  • Manage the day-to-day activities of the following two policy staff persons:
    • Policy Organizer
    • Policy Coordinator

SCANPH Member Engagement:

  • Oversee the SCANPH Policy Committee
  • Oversee the SCANPH Policy Working Group and its subcommittees

Policy Initiatives:

  • Lead SCANPH’s regulatory policy activities
    • Supervise the organization of SCANPH Policy Working Groups to create commentary on regulatory matters impacting the affordable housing industry
  • Manage legislative policy agenda
    • Assist in developing legislative strategy to support/oppose local, regional, state and federal statutes
    • Outline and lead SCANPH’s major policy initiatives
    • Direct the organization of SCANPH members and partners to further legislative and other policy goals
  • Represent SCANPH in public settings
  • In collaboration with the Director of Public Relations and Programs, oversee research and production of materials educating policymakers and others about the need and benefits of affordable homes and nonprofit affordable housing developers as a strategic partner in achieving policy goals
  • Build and maintain relationships with other constituencies, such as community, tenant, religious, labor, and environmental organizations, to advocate for affordable housing


  • Such other duties and responsibilities as assigned from time to time by the Board of Directors or the Executive Director


  • Bachelors degree (advanced degree preferred) and at least seven years of experience in organizing, education and outreach or five years of experience if prior work has been with a member organization
  • Experience with handling high level of responsibility both in terms of internal staffing and representation of the organization in public
  • Demonstrated ability to communicate, write and speak effectively in variety of settings
  • Knowledge of policy and advocacy processes, including organizing a diverse base for specific policy goals
  • Demonstrated ability to manage projects and utilize organizational skills; ability to multi-task and coordinate related but discrete sources of work flow
  • Ability to establish and meet deadlines
  • Commitment to social justice issues and ability to work with small, diverse staff

Salary and Benefits:
