Founded in 1988, Community HousingWorks (CHW) is a nationally recognized 501(c)(3) nonprofit organization that develops, rehabilitates, preserves and operates affordable apartment communities in San Diego and throughout California. Our unique approach extends beyond an affordable place to call home. In addition to providing working families and seniors with stable homes in healthy communities, we layer in powerful programs, services and connections to resources.

CHW currently owns and operates over 3,500 apartments in 40 communities statewide, serving more than 9,000 working families, children and adults/seniors.

CHW's unique approach is to provide families and individuals in need with stable homes in healthy communities, then layer in powerful programs and links to just the right resources. The result? People in CHW homes are able to gain financial stability, improve their health and well-being, and see that the next generation of children succeed both in and out of the classroom. Through Financial Well-Being classes and coaching, each year over 300 households jump-start a healthier future, getting out of debt, improving credit, or saving for the future. Onsite community centers provide a safe place for residents to learn, grow and give back to the community. The Study Stars After School program focuses on achieving grade level reading for kindergarten through fifth graders.

CHW currently offers programming in four areas of highest impact for our mission: Financial Well-being, Next Generation Success, Health and Wellness, and Supportive Housing.

Organizational Overview

CHW currently employs approximately 60 staff persons in departments including Housing & Real Estate Development, Community Programs, Asset Management, and Finance & Administration. Staff members have access to applicable trainings through NeighborWorks America, as a chartered member, and are encouraged to attend other training opportunities. All staff receives annual performance evaluations by their supervisor; the Board of Directors reviews CEO annually.

CHW has a strong balance sheet with total assets of roughly $157 million and over six months of operating cash on hand. The 2018 budget of $8 million will produce a positive net surplus of over $200 thousand.

Organizational Leadership

The Leadership Team of CHW is comprised of Team Verde and Fusion.

Team Verde (aka Strategic Leadership Team)

The CHW staff is led by Team Verde.  The role of Team Verde is to help to frame big strategy and mission/identity questions; to review proposed new initiatives; to identify new opportunities and threats; to own CHW’s performance on goals and financial targets.  Team Verde is comprised of:

  • Senior Vice President of Achieve (Resident Services)

Fusion Leadership Team

The role of Fusion is to bring together non-Verde department leaders to implement cross-departmental priorities aligned with annual organizational goals, promote communication inter-departmentally that grows org-wide, and work at a practical plan for monthly progress at each group session.

The CHW Fusion team is comprised of mid-level managers and emerging leaders of the organization.

THE POSITION

The Senior Vice President of Housing & Real Estate Development (“SVP HRED”) objectives are to direct and manage all aspects of multifamily real estate project initiation and development such that the organization achieves its financial and impact framework goals. This includes maintaining a solid pipeline of affordable and supportive housing projects and seeing those development projects through the entire cycle of development. This SVP HRED is the professional responsible for leading, mentoring and developing a world-class department team that leads acquisitions and project development smoothly within interdepartmental teams. This will be achieved by clearly communicating a vision and plan and collaborating across departments including programs and services, asset management and advancement to ensure the achievement of organizational goals.

In addition to enhancing internal information and communication flow, this professional is responsible for representing the organization externally at public forums, with community leaders, within the industry and with financial institutions and lenders.  This SVP HRED will work closely with the CEO and the with the board of directors to ensure that the organization’s developments meet the approved criteria and that projects are developed on budget and on time.

The SVP, Real Estate Development is a member of the CHW Team Verde (aka Strategic Leadership Team) reporting directly to the CEO. S/he will work in concert and collaboration with the other members of Team Verde to assure functional continuity and connection with the key functions at CHW. The SVP will also participate in longer term organizational strategic planning with the Board, CEO, Team Verde, and other key organization resources.

CHW is at an exciting point in the organization’s growth and evolution.  The organization has set a goal of 5000 units by 2020. Now commencing its 31st year, the organization has established itself as the leader in the San Diego market and is now focusing on expanding statewide to other parts of California. This SVP of HRED will take the lead on driving that work forward. CANDIDATE QUALIFICATIONS/EXPERIENCE

Experience: 15+ years of professional experience in multifamily real estate development; 7+ years managing a multiple/7-10 project development team and growing a pipeline

7+ years of successful experience in leading and implementing community acceptance and political approval processes for real estate projects

 Education: MBA or other relevant advanced degree; bachelor’s degree accepted with additional relevant work experience

Duties and Responsibilities:

  • Lead/manage/hold accountable real estate development staff
  • Drive strategies and advocacy efforts that keep CHW ahead of changes in real estate market and affordable housing policy environments
  • Drive achievement of new project goals
  • Deliver sustainable, well-designed projects that meet CHW’s brand, mission and impact framework on schedule and budget
  • Assure development and maintenance of relevant, key stakeholder relationships
  • Documentation and creation of templates, and year-over-year improvements in efficiency and standard to develop templates, policies and procedures that help standardize the work in the department

 

Knowledge and Skills

  • Advanced knowledge of the principles and practice of multifamily and mixed use real estate development and low income housing tax credit finance
  • Exceptional organizational and communication skills and advanced negotiating skills
  • Extensive knowledge of building design and construction. Ability to track and manage construction projects, subcontractors and project development participants.
  • Ability to contribute and develop in policy development at the local, state and federal level as relates to affordable housing,
  • Passion for CHW’s mission and life experience working across lines of difference (race/ethnicity/gender/class)
